As Elon Musk prepares to finalize his\u00a0purchase of Twitter<\/a>, government officials in the U.S., the U.K., the European Union (EU) and elsewhere are introducing new legislation aimed at combating \u201cdisinformation\u201d online \u2014 particularly on social media platforms.<\/p>\n

In the U.S., these proposals include a government \u201cdisinformation board<\/a>\u201d and a bill pending before Congress, the\u00a0Digital Services Oversight and Safety Act<\/a>.<\/p>\n

Overseas measures include the EU\u2019s recently passed\u00a0Digital Services Act<\/a>\u00a0and the U.K.\u2019s proposed\u00a0Online Safety Bill<\/a>, in addition to similar existing legislation in\u00a0Germany<\/a>\u00a0and other countries.<\/p>\n

Shortly after Musk moved to buy Twitter, several dozen countries and entities \u2014 including the U.S. and EU \u2014 announced the\u00a0ratification of the \u201cDeclaration for the Future of the Internet,<\/a>\u201d which, among other things, aims to \u201cbolster resilience to disinformation and misinformation, and increase participation in democratic processes.\u201d<\/p>\n

These and other policies purport to hold tech companies and in particular major social media platforms ranging from Twitter to\u00a0Facebook<\/a>\u00a0to TikTok,\u00a0responsible<\/a>\u00a0for hate speech and \u201cdisinformation\u201d<\/a>\u00a0posted by users on their platforms while opening up the\u00a0giant\u2019s algorithms and moderation practices to the public eye.<\/p>\n

However, questions also arise as to what effect these regulations \u2014 including those originating from outside the U.S. \u2014 would have on the operation of tech platforms in the U.S. and globally.<\/p>\n

Biden administration targets online \u2018disinformation\u2019<\/strong><\/p>\n

Two days after Elon Musk announced he was purchasing Twitter, the Biden administration\u00a0announced<\/a>\u00a0the formation of a \u201cDisinformation Governance Board.\u201d<\/p>\n

U.S. Department of Homeland Security (DHS) Secretary Alejandro Mayorkas made the announcement in\u00a0testimony<\/a>\u00a0delivered on April 27 before the House Appropriations Subcommittee.<\/p>\n

\u201cThe goal is to bring the resources of [DHS] together to address this threat,\u201d Mayorkas said, adding that the department is focused on the spread of disinformation in minority communities.<\/p>\n

The \u201cfocus<\/a>\u201d of this new board will be \u201cRussia and irregular migration.\u201d<\/p>\n

However, it is unclear what constitutes \u201cdisinformation\u201d in the views of Mayorkas, the DHS or the Biden administration, or why it appears to be a particular problem in vaguely defined \u201cminority communities.\u201d<\/p>\n

Michael Rectenwald, author of \u201cGoogle Archipelago<\/a>: The Digital Gulag and the Simulation of Freedom\u201d and former New York University professor who\u00a0lost his position<\/a>\u00a0in 2016 as a result of \u201ccancel culture,\u201d told The Defender:<\/p>\n

\u201cThe Biden Politburo\u2019s disinformation board will likely institute regulations that mirror the EU\u2019s DSA by imposing similar if not identical restrictions on information and opinion.<\/p>\n

\u201cMusk will \u2026 likely face legislative threats from Democratic lawmakers, and other forms of coercion from the national and international establishment, including especially \u2026 from the EU\u2019s [Digital Services Act]and the new U.S. disinformation board.\u201d<\/p>\n

Rectenwald said if \u201cMusk is to have his way,\u201d Twitter \u201cwould no longer discriminate against content based on wokeness, political beliefs or the adherence to official state narratives and dictates.\u201d<\/p>\n

This could include the restoration of banned accounts on request by users and dramatic changes to Twitter\u2019s discriminatory, leftist algorithms.<\/p>\n

\u201cHowever, pressure to conform to woke dictates will come from the Big Tech \u2018woke\u2019 cartel, including threats to remove the Twitter app from the Apple Store for failure to censor \u2018hate speech,\u2019 and the flight of \u2018woke\u2019 advertisers,\u201d Rectenwald said.<\/p>\n

Will \u2018disinformation\u2019 be categorized as \u2018terrorism\u2019?<\/strong><\/p>\n

Former President George W. Bush\u00a0established<\/a>\u00a0the DHS in the immediate aftermath of the Sept. 11, 2001 attacks, with a view toward protecting the U.S. against terrorism \u2014 suggesting the federal government may now be\u00a0equating \u201cdisinformation\u201d with terrorism.<\/a><\/p>\n

Nina Jankowicz will be executive director of the new board. As\u00a0reported<\/a>\u00a0by Politico, Jankowicz previously served as a \u201cdisinformation fellow\u201d at the Wilson Center for Public Policy, advised the Ukrainian foreign ministry, and oversaw \u201cRussia and Belarus programs\u201d at the National Democratic Institute.<\/p>\n

As\u00a0previously reported by The Defender<\/a>, the Ukrainian government has leveraged its close ties with \u201cBig Tech\u201d \u2014 including for the development of vaccine passports \u2014 to use social media and digital technologies as a \u201cwartime tool.\u201d<\/p>\n

Jankowicz\u00a0announced<\/a>\u00a0her new appointment on Twitter, stating she is \u201chonored\u201d to be helping the Biden administration\u2019s \u201ccounter-disinformation efforts.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
